Perfect Cookie Frosting

2 1/3 c softed powdered sugar
1/2 tsp cream of tartar
2 egg whites

Mix sugar and cream of tartar together in a bowl. Add unbeaten egg whites. Whip with mixer until stiff peaks form. Cover bowl with a damp cloth. Divide into separate bowls and tint different shades with food coloring.
